    mr. perfect. unfortunately he never got to win the wcw world title either when he was there. he was very underrated as he had great wrestling ability, great charisma and is hugely recognised in the wrestling world. guys like rowdy roddy piper and jimmy superfly snuka are also unfortunate never to be wwe champions.
    out of the former jobber/mid-carders, i think the most obvious choice in recent history has to be christian cage. he was in the wwe for around 8 years, had great mic skills and talent, decent fan base yet he never reached the top of the mountain as edge did. oh well, atleast he got the tna title..

    Well, he wasn’t a jobber, and I wouldn’t call him a mid-carder, but Curt Hennig (Mr. Perfect) was the most talented wrestler never to hold the WWF/E World Title.

    Very hard to choose…a lot of wrestlers come to my mind like Owen Hart,Mr.Perfect,Arn Anderson and of course more..since you said only the WWE title..
    i will go with Ricky Steamboat…one of the best pure wrestlers of all time..charismatic and great technical abilities..He is my second fav of all time..He won heayweight ones but not the WWE title…
    as for mid card/jobber…Matt Hardy is underrated as far as single titles go on..he is in the business for a very long time and he was never IC/US or Heavyweight champ…It seems like his time is coming soon though…

    Awesome question! I think that Owen Hart was the greatest wrestler never to hold the WWE or World Heavyweight Title. I think that if the accident never happened, he would have achieved that status. Unfortunately, he didn’t and I really wish he did.

    I know piper and perfect had the ic title but never were wwf/wwe champ.
