   I am thinking about the same thing. I got the game and looked for legends but couldn’t find them. I think that they were too lazy to put them in the game or that they didn’t have to do with anything in the game like ‘Wrestlemania Tour”. I’ve noticed that all the legends in the game are in that section. I’m also a bit mad but still happy that there are legends that I like in the game. Its also like the ‘Smackdown vs Raw 2009′ how they didn’t inculed some superstars. Its just that I don’t know why because theres no other game modes other than the other 2. I also have another reason why. Its more likely to that they wanted the most popular legends in the game so other people who like popular legends. Its also maybe that Ricky Steamboat and Randy Savage didn’t want to be in the video game. WWE should of taken out Undertaker and put one of the other legends in because undertaker has already been in all of the SVR games! (Smackdown vs Raw 2009) You should maybe try to send an e-mail to the WWE and ask them why they are not in the game. I’ve sent a e-mail to them but they still haven’t answered. Doing this is sure to give you a 100% answer! If there is a Lengends of Wrestle Mania 2, maybe then the WWE will put Ricky Steamboat and Randy Savage and more other lengfends of the WWF!

   i know they have most but they havent got the macho man or cow biy bob orton or mr wonderfull and they where in the main event at wrestelmania 1 and they should also have mr t as he was in the main event to its preety gay i know also doink the clown vaider clasic superstars

   Maybe the Dragon is an unlockable player in the game. Randy Savage has an issue with VinMahon so he pulled him out of the roster, and that’s why he isn’t in the HoF yet though he’s one of the stars WWE ever had.

   no Savage or Steamboat, yet Koko B. Ware and Michael P.S. Hayes are in the game!!!!

   There is a huge list of people that are not in the game that surprised me.
   Cowboy Bob Orton
   Paul Orndorff
   Tito Santana
   Rick Martel
   Demolition
   Vince McMahon (as a manager)
   Captain Lou Albano (as a manager)
   and a bunch more…
   But the most sought after are these three, and I’ll give the explanations for each of them.
   Owen Hart: Despite having an AMAZING match with Bret Hart and WM10, Owen is not in the game. His wife (and sole proprieter to his estate at the moment) blames the WWE for his death, and will not give them the rights to use his likeness in ANYTHING. They’ve offered to even give year a full year’s LEGEND salary, and she will not take it. Not that I blame her. But I have high doubts of ever seeing Owen in ANYTHING until long after she’s dead herself… and I don’t see that happening any time soon.
   Ricky “The Dragon” Steamboat: This was just a case of wrong place, wrong time. Ricky Steamboat was a member of the NWA Championship committee when TNA still had the NWA belts… due to this, TNA signed Steamboat to be a backstage road agent to make sure NWA was correctly represented. After NWA and TNA separated ways, TNA offered Steamboat a new contract as a road agent for the X Division, which he accepted. The contract ran out late 2008, but it was after the WWE Legends of Wrestlemania game was already into post production and the roster was set. Don’t worry, though, I have a feeling he’ll be in the next game… or at least as a download for Smackdown vs. Raw 2009 or 2010.
   “Macho Man” Randy Savage: Savage and Vince McMahon had a falling out that was probably the biggest falling out in the wrestling industry. Some say it was Savage banging Stephanie while she was still a minor. Others say it was Vince’s disdain for Savage’s inability to “advance his character” and Savage’s greediness for a better contract. Others think it may have been the way Savage left WWE for WCW. Who knows? All we know is that Savage and Vince hate each other to the point where NEITHER has contacted the other for ANYTHING. No legendary returns (despite Savage wrestling for TNA on a few occasions), no legends’ contract for action figures, no Hall of Fame induction, and no video game likeness agreement. It’s highly doubtful that this will EVER get fixed, as Vince won’t contact him, nor will he allow anyone else in the federation to contact him… the hatred runs a LOT deeper than Bret had with Vince. Though it’s hypocritical… Vince got on Bret’s case for being unforgiving and childish about the screwjob… but Vince is being the exact same way over Savage. And it will probably never change.
   There are the answers for you, I hope that helped you out a bit. Just for notes, though… Savage’s NWO gear is in Legends of Wrestlemania’s CAW, as he and Brutus Beefcake wore the same gear in WCW… Savage’s WWF gear (the black and white/rainbow checkerboard outfit) is also in CAW, and you should be able to find a nice Savage at http://www.caws.ws
   Steamboat, as I said, now has a Legend’s contract, and most likely will either be a download or in the next edition of Legends of Wrestlemania or something…
   As for Owen… none of his gear is in the game, only his hair. You can make a mock-up of his gear using the alternate Bret Hart gear in the CAW, but that will be about as good as you can do, as none of Owen’s moves are in the game, either.
